Technically ganondorf is the strongest zelda villian for three reasons: He has the Triforce of Power, He the villian in pretty much every zelda game, which makes him the main one, and for each battle against him, and you needed the light arrows and zelda's help in order to defeat him, for majora and vaati you didnt need any help from any allies. Ganondorf would pound the shit outta majora and vaati.
