Dude Japanese organizations don't have enough material OR scientific knowledge to make a beam saber. They don't know HOW to make a beam of light so powerful that can cut through medal, and they don't know how to make the beam of light stop at a certain point, for beams of light always travel infinitely.
If you realised this was a joke well done. Of course they wouldn't have such material, since the material and theories in question are all fictionised.
