Wisdom of the Iddah (Waiting Period During Divorce)

so can this be done even after saying talaq 3 times? or is this for saying the words twice? i was under the assumption once divorce is given the only way to get back together is through halaala.

is this true? can anyone correct me if i am wrong jazakallah kher
