it was sort of fan made. It was made by some Japanese company, however these people who made it had nothing to do with Dragon ball, dragon ball z or dragon ball GT to my knowledge. Basically, it's the closest to being official that fan made things can get.

Because the creator Akira Toriyama had little to nothing to do with GT. GT was just one big filler in a sense.
It was made by Toei Animation to milk out more cash from Dragonball fans. Sadly the fans didn't like it, so they ended GT with just 64 episodes.
