This was the first time I heard of this bill. I am so very happy to read that the bill was vetoed! I can not understand why such a bill was considered? Why and how is it an issue for politicians as to what pets we can have or not and to decide the outcome of their lives? I don't even really like the leash laws. I enjoy my exotic animals.The Landlord won't allow Cats and Dogs so everything must fit in a Fish Tank. After a hard days work, nothing is better than looking at my animals. They hurt nobody and they are essential for my mental health. I suffer from depression and it would break my heart to have to lose my pets. We can't give these people in inch, because it will NOT stop there. Soon, they'll make it more and more strict and prohibitive. The same people(PETA) are on a national terror watch list!

This bill didn't pass, but it was for all non-native animals that weren't on a pre-approved list. I believe the approved animals were dogs, cats, goldfish, and farm animals, such as pigs, horses, chickens, cows, etc.
Instead of banning pets, they should actually enforce the laws we already have. And if they are so concerned about the native fauna, why not make it so cats have to be kept on your property (like how it is with dogs)? That would help the native wildlife more than an exotic pet ban.
If the businesses that make money selling exotic pets had to clean up the mess created when the animals escape and start multiplying they would go bankrupt. Exotic plants and animals are spreading and cost billions to control. The bill does not ban all exotics, it just requires that they be evaluated to see if they have the potential to invade. It does not effect animals that people already own.
Cats are invasive. Cats and dogs harm the native wildlife more than exotic pets. Not to mention loose dogs are more dangerous to the public than exotics.
Cat and dog breeders aren't expected to pay for the mess that OTHER people's animals make. So why should exotic animal owners have to? My exotic pets aren't harming anyone.
Feral cats are not a problem in areas where there are coyotes and other predators. Dogs are dangerous and should be kept on leash most of the time. Most exotic animals are not a problem, the only animals that would be restricted are those that have been evaluated and found to be a risk for causing serious environmental and economic damage.

And you also got to consider the Quaker parakeet is one of the few birds in the pet department that likes to build it's own nest. Most need a hollow log. There are native woodpeckers that are on the endangered species list because of this. This would definitely keep most species of pet birds from thriving.
I think the reason this bird can survive is because it's tougher than the other parakeets, it has a darker green coloring that protects it from predators. Bright coloring alerts predators: hawks, owls,.... The other birds are not a problem. Lack of food.
Just looked this up on the internet: The Quaker Parakeet is outlawed in many states, including : California, Wyoming, New Jersey, Hawaii, and Georgia. The reason they are outlawed in several states is because they are considered a potential agricultural pest. There are now established breeding colonies ( originally escaped pets) in several states, including New York, New Jersey, New Orleans-Louisiana, Dallas-Texas, Bridgeport/Fairfield CT, and Illinois.

People don't realize that this bill makes the breeding of common pets like hamsters, guinea pigs, and leopard geckos illegal. This is ridiculous, and will not go through. They tried to do this a few years ago too.

And to help support those facilities, why can't a new veterinarian graduate be given a chance to practice? Put in public veterinarian services to help pay for the facility. It may even make a profit. The agency is getting help from a bird breeder from the St. Louis Zoo in how to properly care for the chick.
While the recovery of the species has a long way to go, this is a major positive step forward. The Department of Agriculture and others assisting in breeding captive Micronesian kingfishers and other native Guam birds are to be commended for their difficult but rewarding efforts.

The invasive brown tree snake has made extinct many of Guam's birds, and severely threatened others, including the Micronesian kingfisher, or "sihek" in Chamorro.

The population was once reduced to 29 birds. The total population is now above 100, including a recent addition -- a baby sihek that hatched April 7 as part of the local Department of Agriculture captive breeding program.
oh yea... leave our birds alone. They are not imported anymore and you cannot compair bird breeders to dog breeders. It takes a lot of hard work making birds feel happy and secure enough to see any chicks. And God bless those who endeaver in saving these species from exctinction.

The irony of HR 669 is that it was introduced by a representative from Guam. Guam has been invaded by the brown snake that was "deliberately" introduced to the island to wipe out the rats. *cough* nobody thought about the snake would have no natural predators *cough* . This resulted in the islands entire bird population being wiped out. I think maybe they should make this bill saying "don't deliberately introduce something to your island then make us suffer for it!

Section 14: "NONNATIVE WILDLIFE SPECIES- The term nonnative wildlife species--
(A) except as provided in subparagraph (C), means any live species or subspecies of animal that is not a native species or subspecies, whether or not born or raised in captivity;"
You cite Section 14 (5)(a)(b), which merely defines the term 'nonnative wildlife species' as it relates to this bill.
Nowhere in the text of H.R. 669 does it read that these are unapproved exotic species. The list has yet to be formed.
The Secretary of the Interior shall consult with scientists, experts and the public to assess the risks associated with species PROPOSED to be imported.
ALL Exotic PETS remain in their homes with their guardians. This bill speaks to future breeding.
This bill specifically says that other than the small "approved list" all other animals are unapproved unless positive action is taken to approve them. Thus guinea pigs, birds (other than the specified farm ducks, etc.), reptiles are automatically NOT approved animals.
The bill even provides for extracting fees from people who want to go to the time and expense of having additional species added.
If this bill passes as is, guinea pigs, etc. will NOT be approved species.
Firstly, the bill is aimed at exotic wildlife, not domesticated household pets.
H.R. 669 would set up a process for evaluating exotic wildlife species to determine whether they should be allowed or prohibited for importation and interstate commerce.
The HSUS and HSLF are specifically requesting that hamsters, gerbils, guinea pigs, and ferrets be added to the exempted list because these are domesticated PETS.
This bill is directed at BREEDERS who import, breed, and sell exotics.
Section 3(f) of H.R. 669 speaks to exotic PET owners who are EXEMPT from the provisions.
"This Act and regulations issued under this Act shall not interfere with the ability of any person to possess an individual animal of any species if such individual animal was legally owned by the person before the risk assessment is begun, even if the species is later banned from importation."
No one is at "liberty" to poach wildlife from their habitat, forcibly breed them in captivity, and sell such animals to industries where they are caged in disgusting roadside spectacles, confined in chains for their entire lives and made to perform silly circus tricks.
Wild animals are not OURS to breed in captivity only to be set loose in canned hunts, shot and killed, and hung upon a wall as an ornament!

NOTHING in this bill says that ANYONE's pets are to be killed. All exotic animals in the U.S. remain alive.

Section 3, 4 and 5 of H.R. 669 explain in detail the logistics of how the listings of both approved and unapproved species will be formed and finalized.

I love these little parrots and just needed to get some positives out there after a whole page of negatives. I happen to have a pair at home BUT truly love to see them in the wild. And you also got to consider the Quaker parakeet is one of the few birds in the pet department that likes to build it's own nest. Most need a hollow log. There are native woodpeckers that are on the endangered species list because of this. This would definitely keep most species of pet birds from thriving.

I think the reason this bird can survive is because it's tougher than the other parakeets, it has a darker green coloring that protects it from predators. Bright coloring alerts predators: hawks, owls,.... The other birds are not a problem. Lack of food.

Just looked this up on the internet: The Quaker Parakeet is outlawed in many states, including : California, Wyoming, New Jersey, Hawaii, and Georgia. The reason they are outlawed in several states is because they are considered a potential agricultural pest. There are now established breeding colonies ( originally escaped pets) in several states, including New York, New Jersey, New Orleans-Louisiana, Dallas-Texas, Bridgeport/Fairfield CT, and Illinois.

And to help support those facilities, why can't a new veterinarian graduate be given a chance to practice? Put in public veterinarian services to help pay for the facility. It may even make a profit. It would also increase visitors, so adoptions would increase. I don't know how it is in other cities in the U.S., but here some of the veterinarians are not seeing new patients.

Animals existing in the pet trade in the U.S. already have a few known nuisance species. They have already been identified. It also depends on the climate of the state for example Florida. There is no need to eliminate pets that are harmless and cannot pose a threat. They have been here for decades and have not created a problem. Except the Quaker and it was controlled. (Exterminated) Most exotic reptiles cannot survive winters in the US.

It's numbers are now such a disaster it has resulted in many species pushed to extinction. Not just birds. But the real disaster is it was just studied. I cannot find any hard evidence of the brown tree snake seriously being controlled. Studies I have found show it can be with trapping. I think it is time to clean up Guam.

The irony of HR 669 is that it was introduced by a representative from Guam. Guam has been invaded by the brown snake that was "deliberately" introduced to the island to wipe out the rats. *cough* nobody thought about the snake would have no natural predators *cough* . This resulted in the islands entire bird population being wiped out. I think maybe they should make this bill saying "don't deliberately introduce something to your island then make us suffer for it!

Nowhere in the text of H.R. 669 does it read that these are unapproved exotic species. The list has yet to be formed.
The Secretary of the Interior shall consult with scientists, experts and the public to assess the risks associated with species PROPOSED to be imported.
ALL Exotic PETS remain in their homes with their guardians. This bill speaks to future breeding.

This bill specifically says that other than the small "approved list" all other animals are unapproved unless positive action is taken to approve them. Thus guinea pigs, birds (other than the specified farm ducks, etc.), reptiles are automatically NOT approved animals.
The bill even provides for extracting fees from people who want to go to the time and expense of having additional species added.
If this bill passes as is, guinea pigs, etc. will NOT be approved species.

Firstly, the bill is aimed at exotic wildlife, not domesticated household pets.
H.R. 669 would set up a process for evaluating exotic wildlife species to determine whether they should be allowed or prohibited for importation and interstate commerce.
The HSUS and HSLF are specifically requesting that hamsters, gerbils, guinea pigs, and ferrets be added to the exempted list because these are domesticated PETS.
This bill is directed at BREEDERS who import, breed, and sell exotics.

"This Act and regulations issued under this Act shall not interfere with the ability of any person to possess an individual animal of any species if such individual animal was legally owned by the person before the risk assessment is begun, even if the species is later banned from importation."

NOTHING in this bill says that ANYONE's pets are to be killed. All exotic animals in the U.S. remain alive.
Section 14 (5)(d) Exclusions: "any other species or variety of species that is determined by the Secretary to be common and clearly domesticated."
PET birds, hamsters, gerbils, rabbits, ferrets and guinea pigs ALREADY living in domestic situations are not wild species nor do they pose a danger to the U.S. economy, the environment, other animals or human health.

Section 4(b)(1) states that the Secretary shall form the preliminary list of approved species based on scientific and commercial information. The PUBLIC has 10 months to submit a proposal upon the passing of this bill to have a species listed on the preliminary list.
Section 3, 4 and 5 of H.R. 669 explain in detail the logistics of how the listings of both approved and unapproved species will be formed and finalized.

That's right, exotic animal dealers cannot import, sell, transport, or breed unapproved non-native exotics as the purpose of this legislation is to regulate the exotic wildlife trade.
This bill does not, however, place such restrictions on exotic pet owners who do not engage in breeding exotics for sale.
Captive breeding of chimps, big cats, elephants and other wildlife for sale to circus sideshows will end. No more breeding of big cats for canned trophy hunters!

Just another example of Big Brother controlling the people. These pets are cherished by their owners, and the economy is bad enough, passing this bill would put businesses under and create even more turmoil for the people. Who comes up with these stupid ideas,if they want to do something productive put the puppy mills out of business leave those alone who love their pets.

Many creatures(including us human creatures) are invassive species that donot originate in the USA.the cow,the horse,the sheep,the pig,the grackle,the sparrow,the rat,etc,etc,etc..on,on,on..If this is going to be done correctly.all humans(none of which are "native" to the USA and all livestock and dogs and cats must be shipped back and band also!Eductae yourselfs representives and worry about things that truly matter-the economy,pollution,etc..

What a fantastic video and explanation of this ridiculous proposal of a law. HR 669, if passed, would be a fantasy come true for the Fascists of PeTA and the HSUS. They will have succeeded in using lies, distortions, hysteria and mis-information once again to the detriment of the exotic animals in our care. HR 669 MUST BE STOPPED!
