Korean culture, much like most Asian cultures, is more modest, so it's as if she were wearing a flowing article of clothing and holding it back, esp. when they bow. you'll see them do this w/their sleeves [when they're pouring for or handing something to someone], too, even if the cut of the sleeves are closer to their bodies.
