@EMBTSupport: I think you'll find that the rope is in the lower section of the tower, as you would expect so that it may be tugged, but the bell in the upper section is very large and the wheel or lever for tilting it would be on the side, as it would be in a church belfry or similar. The rope would never feed directly from ground to bell for something of that size. :-)
