M'aiq the liar is an easter egg wich has been in since morrowind and essentialy says develloper thoughts in riddles (kinda).For example "Why do soilders bother with target practice? One learns best by hitting real people" is simply reffering to the fact that you can't level up by hitting dummies.

Every time he talks, its something cryptic about new stuff in skyrim/ comparing it to other elder scroll games/things they planned on putting in, but changed.

@the people talking about M'iaq, hes in pretty much every elder scrolls game. his purpose is to be a hidden/random NPC who will give funny or interesting tidbits about things that were either removed or added to the game. such as the fact that fast travel has been revised in skyrim, or in the video, he was quoting the fact that archery increases by shooting NPCS only.

Are you using just a regular glass sword Jesse? That sword you picked up could be useful for filling some of the soul gems that you have. Soul gems are very useful so don't throw them away, use them to recharge the wabbajack or other enchanted weapons you find later. It'd be fun to see the wabbajack in use after all.
