There is no slowdown ever. Its the upside to having a console, not having to upgrade, and not worrying about lag. If there is a random occasion of lag, its on the developer's behalf.
What is considered "better?" If we're talking about pure processing power, then this PC totally outperforms any console out there. If "better" means preference, then what psp7677 is right: that's a matter of opinion.

are you on crack? ps3/xbox360 has about 1/6 of the total computing and gaming power of most decent gaming pc's including this one, for example one 8800 ultra has around 104 gb/s of memory bandwidth, while the ps3/xbox360 gpu's can only push about 24 gb/s.
I get 92 FPS in CoD4 on a system I built a year and a half ago and upgraded the video cards in 6 months ago. I think I'll keep the extra $6,000 and keep building my machines myself. :P

Actually, the eye doesn't have a limit. There are no frames per second that your eyes capture images. If you were to place a number on how fast the eye is, it would be in the thousands of frames per second. The only reason that games look no different on your PC running at 200fps vs 60fps, is because of the 60Hz refresh rate of the monitor. 60Hz is the speed at which most monitors can refresh per second, 60 times, the eye can see far beyond this. This whole thing is just a misconception.

Different people feel different frame rates. When my friend had a crap computer, he couldn't tell the difference between 30 frames per second and 60! Yet I could tell the difference between 60 and 80. Fighter pilots can apparently tell up to 125!

also the that part of game play is "easy" for pc
1) there is no other players, most of fps drop come when are players because of hight details on player avatars
2) there is not big surface to render, most of games get a better fps when have to render rooms and small spaces
