He came up with that lean himself. He says on the Law & Order: CI DVD that he did that because the actor that he was working with in the first episode kept looking down, and so he leaned down really far like that to catch his eyes and bring them back up. And he said he "got away with it". :]
Dick Wolf was in the commentary like, "What the f**k is he doing?" when he first did that, lmao. That's one of the reasons why I'm always interested in the next episodes of Law & Order and his movies, I like to see what kind of stuff he's put in as a personal touch.
