@Wolf6120 The Pirate Kings wanted to stay hidden (or flee) except Jack, Barbossa and Elizabeth who wanted war with E.I.T.Co. - Jack for killing Davy Jones (and be immortal), Elizabeth to revenge for her father and Barbossa knew only under war the Kings will accept to free Calypso. Jack were afraid of Calypso so he voted Elizabeth. However in the very next scene Barbossa stole Jack's "piece of eight" and you know the rest: Calypso made a maelstorm releasing her fury in equal shares to both sides.

So they did :) In fact every pirate lord had one voice :) Thanks to that it was Jack who choosen pirate king :) Giving certain person second voice :) If Jack would vote for himself, vote would fail - no one could become king. And Elizabeth had the same purpose as Jack - declare a war, so they was natural allies :)
