Well considering that Bush transgressed on 2 of the nuremberg principals (5 & 6), the document that sets up our basis for war crimes, and it's a proven fact that he violated 2 of our own war laws (torture of pows, bombing of medical facilities) I'd say you have a basis to try someone for war crimes. Especially if you throw in a civilian body count of over 104,000 (to date).
