Any pokemon with classic ribbon will not allow you to trade it via GTS.

that is pokemon's way of knowing whether someone's event pkmn is hacked or not for things like tournaments and etc.

I don't think it's cheating to get a Deoxys with Action Replay if the Deoxys has normal (non-hacked) stats, because it is just like going to an event that way.
