I think for the NHL, whenever someone scores a goal, he is given that puck to add to his collection. That's why they need to keep making them. I don't think I've ever heard of a puck breaking.

It's to protect against the abrasion of the puck when it spins. Without some kind of cloth protecting your skin would get worn right off part way through your shift.
