Apparently, this is the Hamer tribe and the ceremony is an initiation right into manhood for one of the boys. The men doing the whipping are relatives of the women, who wish to be whipped as the more whips they get, the higher their social status becomes. It's difficult for them to obtain these whips because the male relatives are hesitant to whip them.
