The dock theme is the black OSX version 3 I downloaded from Deviant art for ObjectDock.

It's object dock and he is hiding the windows vista taskbar. You can tell if he was using a mac then the minimize,exit,and maximize buttons would have circles and grey colors.

It's an option on ObjectDock which reserves the space for the Dock so it doesn't get in the way.
