Its odd. these are just like the more recent Canadian Tire Guy ones, only I don't feel like shooting myself in the head after this.

And while I agree, it does look like Mike Harris (a lot actually), there is no way it is him or this would have been talked about publicly. Then again...

Wiki Mike Harris and you will see that he would have been this Canadian Tire lumber-jack guy's age. And this guy is spot on with the same voice and look of the 'John Wayne-ish' Cowboy-esque of Premier Harris NOT Brad Wall ((??!!!) Moonlighting as an actor in addition to his teaching/coaching career of the day. Cool retro visit, though.
