by the looks of some they look like diplomats cars... and they are aloud to use them depending on w.e reason they need (usually have police escort) as for some states not nj's though you can have red , blue, or combined lights to respond as a volunteer emt, or firefighter also depending on the state you can have or not have a siren... here in nj its blue lights for pov's and only a electronic air horn

when you join a department like fire or ems you get a permit to install and use the lights to respond to either the emergency or the station...

if its local i highly doubt it but it all depends on the town.. i know for county and state police in nj you get a car after 5 years on the force and you get the choice of moving to a section near your home... and usually you dont do it to your own car they give you one.. b.c your gona use it on patrol and you'll need the radios etc and your not covered under the town/state/county's insurance
