@TheKanonHara There are a few reasons for me at least. The music and the video both seem to introduce and say how great miku is for making music with. Looking up the english translation of the lyrics strengthens this viewpoint as well, as the lyrics aren't really in reference to anything other than her and the vocaloid software.

Since the song basically just talks about who she is(not her feelings etc.) and introduces her, I consider it to be her theme song.
