First, you make sure the background of your image is "Transparent". If the background image is one colour, and if you have photoshop, look for the rubber stamp tool and erase the background colour. Bit tedious but works. Then take it into vegas and drop it on the timeline, but make sure it's ABOVE the raw video footage, otherwise it won't show up.

Or if you can't afford CS3 (Or don't wish to hax0r it) then just leave it as a solid colour and chroma key it (If you have something like Vegas) :P
