He plays these on his computer. He downloads them from somewhere, that I just don't know where.

he uses an emulator, it's a program that allowes you to play games from any game system available, so this is a nintendo 64 emulator. He then downloaded a Rom, which is the game, so he is now playing the paper mario rom, which you can download in any rom site for free! it is only legal to download the roms if you have the game in real life.
