So these songs are POLYPHONIC, as different sounds are playing together. A single channel (= roughly an instrument) is monophonic, and this is why the chords needs to be arpeggiated fast, otherwise a 3 note chord will eat nearly all the poliphony (usually 4 channels on this type of music) needed by the songs.
Depends what you consider "polyphonic" :). Polyphonic sometimes means consisting of multiple simultaneous channels.. Such as a high pitched foreground with a low pitched background sound

Chiptune isn't really weird at all. It's utilizing the sound chip of old electronics (i.e. Original Gameboys.) and it's not polyphonic.

These are called "chip tunes" or "chips", there are people that create and have created loads of these.
Google or use Wikipedia or something for more info. ;)
