It's a fan-made game, supposedly just called 'Tikal and Chaos', most likely using Sonic & Knuckles as a template.

An attack like that would require another button to be used, so I'd rather not do that in particular. However, I don't have anything assigned to Chaos when he's submerged in a puddle other than the spindash, so maybe something can be added there. :0
