It's a song sung by the for the H.P. Lovecraft Historical Society's "Shoggoth on the Roof", and overall genius play based off of various works of Lovecraftian nonfiction.

As for the song itself: The God of madness, Great Cthulhu was resurrected and basically killed a bunch of people, then turns to the survivors and asks if they fear him.
