Question: What's Naomi mean by SOP? Liquid wants to seize control of the State of Palastine? What good would that do him? Is he seeking to challenge the entire muslim world to "succeed where the US failed" in this case by stomping out Isreal's adversaries?

in MGS2 she's probably training or something. She wouldn't have fit in the story anyway.
MGS3 takes place before she is even born.
MGS4 ignores the ending of MGS1 where she dies.
