In mumbai, for visitors from USA may need time to acclaimatize to local water's quality and boiling may be advised.
In mumbai or many major indian city the indiginous water supply is fairly good and need of boiling may not be needed at all. Besides the acidity of mint chtney, ginger, chiliies, salt and mint leaves have plenty of antibacterial power to control any growth of harmfull bacteria in wate. Well i like cold mint chtney suspended in cold water , so i do not boil the water use.

One Q for Panipoori prep- do one need to boil/ warm up that "pani" before dunking poori in it?
