I finally understand what all the fuss is about. When I first heard him I could only hear the imperfections in his voice but seeing him on this video reminds me of the great Beniamino Gigli. The only difference is that Gigli was born in a time when great technique was easy to get hold of. I think it's probably too late for Paul to build a great voice but he'll certainly get very rich with his few years left in the limelight. Bravo!

Your accent shouldn't be an excuse when singing anything. I have a masters degree in music. I've had to sing in many languages with correct diction regardless of my country of origin. If he's not going to put the effort into learning a different language's vowels and expectations, he shouldn't even bother.
