The main problem is not because that the Japanese are just whaling, but that they are hunting whales that are of an endangered species AND are doing it in Australian territorial waters. More importantly, $30 million USD is being diverted from their tsunami relief fund to support their whaling operation.

The waters they are hunting in are international waters. They are NOT claimed by Australia, and do not belong to Australia by international law.
The money diverted is from Tsunami/Earthquake reconstruction funds. While this is not exactly ideal, the Japanese people don't seem to be fighting it, and it's their tax money.
