She is a squirrel. Seeing as the cartoon was never finished and you kinda have to do quite a bit of searching for the comic, I'll just tell you now that at the end, Sonic and Sally get married and have children (WHo they named Manic and Sonia!). For that, read the comic: Mobius: 25 Years Later (I think)
