Funny English people have a strange habit of using an English accent.

In this instance the accent used does not appear to be the singer's "normal" accent - I think there is a reason for this - Lily Allen often uses an accent that is not her own when she is singing she puts on a let's say less refined London accent. I think that was initially to give her more street cred but now she has all the cred she needs, so now it is just because she sings like that.

That's her actual voice. She might have done a little bit of stylized vocalization at times, but it helped her pitch a bit considering her natural accent.
