They have maid cafe's because male Japanese otaku culture like Japanese girls with cute high-pitched voices in cosplay and American girls can't appeal as much to American men with the same type voice because guys over here prefer Jodie Foster and Tara Reid as in SEXY rather than Cute like maid cafe girls. Guys who like anime are more inclined towards cute because of the influence of anime culture but not always^^
