He's using the original recording of the song a backing track, and his guitar accompaniment is designed to augment the performance. What sounds like him lip syncing is him either forgetting the lyrics and the backing audio taking over. In my opinion though I don't think Dave Rogers is a very strong singer for long periods of time, so in order for his voice to last the length of a performance he would need to take it easy vocally. If you listen he's barely at speaking volume when he's singing.

@alysony I think it might also be done for the effect of layering his vocals so it has that choir-like effect of multiple Dave Rodgers singing in sync. If you listen closely to his songs, he does that a lot in his recordings and to great effect; it sounds good. So he might be trying to preserve that type of effect while he sings live, and it gets out of sync because of simply being human. Just another possibility...
