No, you can't exactly do the same with air, I'm sad to tell you. Water due to its much higher density is more efficient than air. Should you use air instead, then you would have to move much more air to do the same and that would probably be dangerous and VERY noisy as well.

Hi. Again air is much less dense, so you need to move a lot more to do the same work as the water. Water is a better "fuel" for this way of using action/reaction to move something. Remember that it's not because the water-jet hits the surface of the sea that makes it work - is simply that if you throw something in one direction, then the reaction is a force pushing you in the opposite direction. Newton's Third Law: For every action, there is an equal and opposite reaction.
