As for the what she's saying it's two announcements/orders that she's making on behalf of the CDRM (Council for Democratic Reform under the Constitutional Monarchy) stating that all military and police personell are required to go to the area of their posting/duty post and are forbidden to leave their posting unless they receive direct orders from the CDRM.

There are a lot of hard words in there, but she is saying, an anoucement from the government with the king as authority, the police/army are not to move unless told otherwise; and in the meantime that there is no prime minister to leave the control to the prime minister's cabinet or the existing government with the king as leader or an appointed person by the king. I'm not sure on some words because they are really hard vocabs.
