I got my belts on in like 30 minutes. Just pull that pulley off. In order to tighten my break I simply screwed the rod in that runs from the break pedal as it is a threaded rod and that solved my issue. Eventually the pad is going to need to be replaced though.
I think you meant to write "brake", not "break". ;)
