My take on freeloaders (aka panhandlers) is this: they're standing there, so their legs work. They're holding a sign, so their arms and hands work. The sign itself tells me they know how to read and write, and can see. They stand there for hours on end, which means they have time.
Hmm...legs that work, arms that work, hands that work, eyes that work, and hours to stand around...everything they need to go find a job like I did.
I won't share the fruits of my labor w/someone who's lazy.

Maybe their legs and arms work, but that says nothing about their mental stability. If you ever find yourself with nothing, and limited financial resources, on the streets of San Francisco, you'll realize that it's hard to get to that point where you have a steady job that pays enough to make end's meet. These people are almost beyond help, dude.

I agree with oobxer! Drivers and/or their passengers are responsible for this ongoing problem! They keep panhandling alive. Cite the drivers, not the panhandlers! The driver/passengers obviously have extra money to give away!

No signs created by the panhandlers are going to stop drivers for fishing their pockets for dollars or coins to give to panhandlers. Panhandlers, you either find a job, and stop treating us like your personal ATM. Drivers are just going to ignore panhandlers and simply obey signs that are enforced by the city. In the mean time, Panhandlers are pests and they need to stay out of people's way.

No sign is going to stop a Panhandler. I go into the city and there are literally HUNDREDS of panhandlers. If you go around Civic Center, you know what I mean.
There is a law similar to this one in Atlanta: panhandlers aren't allowed to panhandle in the downtown commercial district; however, there are still panhandlers at Five Points, which is right in the heart of downtown Atlanta.

I think they mounted the signs too high, try mounting them more towards eye level may help (or make it enforceable.)
