@Brockthepain 96and4eva is right. The album they were going to do was way before the Ja and DMX beef. This was supposed to go down in '98 or '99. Irv Gotti and Ja were pushing for it hard, but D and Jay weren't down wit at that point.

It wasn't because of beef, it's because of competition. Remember DMX was coming off of 2 number 1 albums in the same year to start his career, and afte BIG died and Nas stepped away Jay was finally blowing up. They didn't need the collabo, Ja did.
