we can not help those people. it can not be done, they must decide they want democracy and then fight for it or there will be no hope there at all

Maybe, but the fact is that every social group first has to cover most of their basic needs in order to begin building complex social structures such as a governmental model. We would be being very naive by thinking that democracy will bring peace, health and economic wealth in the short run just by itself when you have epidemic infections to take care of, mutilated people having a hard time forgiving the ones who did that to them, etcetera. I would bet for education first, rather than democracy

For all I care, both education and a estable governmental system are paramount in order to achieve a proper social development, but I think that education is being underestimated while democracy has been getting too much attention lately.
