Humans have a sin nature. God allows us to sin, whether on a small scale or on a grand scale (war, abuse, etc). God gives us a choice to sin or not, and it is up to us to make the correct choice. But we all fail. We all sin. God loves anyway. And to reconcile with Him, He gave us a Savior. Jesus.
With respect to victims, God is available to them in ways only those who reach out to Him can understand.

nothing will happen at all there is not purpose of praying.
