you have to download them using sharing programmes such as limewire (which is what i use) bitorrent or shareaza. Also, some Dr Who fansites allow you to download small parts of episodes - but I'v never used them and don't know the URL's, sorry.

But try limewire - it's frustrating and takes ages to download and sometimes you can't get all the episodes... but it's worth it :D
