Also keep in mind that Celestia was in kind of a rush, probably not giving Fluttershy and the phoenix a second thought until after the fact. @Exarian also, I think that if celestia ever WAS a tyrant, it was for a period of time, but she has since learned that tyranny is no way to lead. And the whole 1000 years on the moon thing was not her intention, but she had no direct control over what the elements did, and she knew that, out of options, if she didn't do anything soon, the crops would die and her people would all starve come next harvest. that and the effect of a lack of sun for horses may actually drive them a little insane.
