The panda was likely at Ya'an BiFengXia, where China Giant Panda research center is located. The gentleman should not rub the panda's ear, since panda's ears and nose are the most sensitive parts and they do not like to be touched by strangers. That could be the reason why the panda cub was not cooperative before the food treat was offered.

Just for info - Pandas can be adopted through pandasinternational (dot org). Also WWF works to help preserve and rebuild the pandas habitat.
