Actually, Elmo's World has a whole segment on skin..the subject of "guess what Elmo's thinking about today?" and they use this song...but not the same video. It airs pretty frequently (I'm a nanny..just to explain why I'm watching Elmo) So I guess it's still safe.

Not really. They show lots of different colours of it, and they don't say anything about one colour being better than another. I'd say it's totally inclusive and "safe".
It still would be safe. After all, skin is the largest organ in the human body. Kids have to know about skin!
I feel that skin being mentioned in this context is SAFE. Do you see the number of black and hispanic kids in the clip? You'd be colorblind if you didn't!
