That's called Forecast Fox and can be found by clicking Tools --> Addons from the menus and searching for it.

You can not "get" that cursor, while you record a video your mouse is highlighted with casttv's video record software, Camtasia. It is a common helper not to loose track of the mouse in a recorded desktop video. However, there might be mouse themes available to have that everyday, if that is what your looking for.
