You know that many mods will do wonders to drain the difficulty from the game. Back when I fought Cameron the first time it took me a while (I was a mage) and was a hard fight. I fought him again with mods and killed him in 10 sec flat. If you're going to do a boss fight, do it without mods.

Sweet character but this fight is super easy if you know what your doing. Fortify strenght and fatigue 100 for 10 sec and kill him in like one hit

No, there is no extra damage. It just looks like dual Wield, but in fact, it's not possible to have dual-weapon fighting in oblivion. the mod for these animations is "DMC Stylish". The second sword (works as a shield) was made by request for me. but there are many mods out there that add "shield-swords".

Titled shield swords, because they take up the shield slot and add armor instead of damage so that you still aren't any worse off than the next sap with a shield.
