He's saying "'County' [West Meet Priest of the Year Competition]." The "t" sound is slightly obfuscated by the accent. I doubt the show writers had ever heard the name "Kanye," let alone some random association with "arrogance," or that little "Kanye" was even a blink in anyone's eye when this show was made. lolol
