Maybe I'm wrong, since I'm not to familiar with Chicago's infrastructure, but I don't really think the "Eye" was funded by tax payer money.
I did a bit of research and found that the sculpture was commissioned by the Chicago Loop Alliance, which looks like a corporate sponsored art/architecture org. aimed to bring tourism into the city.
While I couldn't figure out if they have some public funding, I'm sure that most of the money came from businesses hoping to attract tourism and customers.
@waltermellin Although I suppose you could argue that tax money did go indirectly into the project (e.g. closing off the roads, providing space) but it shouldn't be anything that substantial to which you could use it for something else in the public sector at anyrate :-P

Maybe I'm wrong, since I'm not to familiar with Chicago's infrastructure, but I don't really think the "Eye" was funded by tax payer money.
I did a bit of research and found that the sculpture was commissioned by the Chicago Loop Alliance, which looks like a corporate sponsored art/architecture org. aimed to bring tourism into the city.
While I couldn't figure out if they have some public funding, I'm sure that most of the money came from businesses hoping to attract tourism and customers.

While something like this may cost 30k, there are indirect benefits; it makes the city a culturally interesting place, which makes it a more attractive place for people to live and spend money, etc. Just think -- people were upset Millennium Park was over budget, but now known worldwide as a tourist destination, and has a positive overall financial impact on the city, which results in tourism, jobs and revenue for the city.
