Top Gear is a popular tv car show in the UK. It is very good, and used to have this as the theme tune (although a much shorter version obviously.

It's got a lot of running jokes throughout the show, and the guy it refers to as a candidate for Prime Minister is the main host, a very honest speaking funny guy.
