I'm not a Titan's fan, but if you freeze the video as the counter turns from 24 to 25 you will see the D lineman's helmet hit Orton's hip, his pads hit Orton's thigh, and Orton still has the ball in his hand. I tend to trust the NFL when a player gets fined for something, since they usually review the play and look at all camera angles before issuing a fine. Still, that hit really isn't the point of this video, it's the commentators bringing up the dirty reputation and talking about all the Titans penalties and fines so far this season.

When you get popped in the mouth (probably a bad choice of words, but go with it) by a very aggressive defense, it is easy to say they are dirty. Half of the Titan's penalties are offsides/false start penalties, so saying they are one of the most penalized teams doesn't tell the whole story. Either way, it's a matter of opinion.
