I believe that related videos are decided at least partially based on what videos people visit directly before and/or after visiting yours.
I've often noticed, on videos with low play-counts, that random other videos I've watched appear as "related videos",. In this case, I've watched Jonathan King's Johnnie Reggae video before and so the fact that it appears here is probably my fault.
